Mission
The mission of the Lassen Library District is to provide services, resources, and programs that enable its patrons to acquire a love of reading and skills for life-long learning; to preserve historical materials; and to help patrons make maximum use of the District's information resources and those of the nation's libraries to improve the quality of their personal and professional lives.
Vision
The Lassen Library District seeks to create a community hub for educational, recreational, and cultural learning by promoting a resource center devoted to growth and imagination for all ages; to promote the joys of reading and life-long learning; and to engage with community organizations, churches, schools, government agencies, and businesses with the goal of fostering trust.
Long-Range Plan
The Lassen Library District Board of Trustees approved a Strategic Plan for the library on November 19, 2014. The plan's goals and sub-objectives are summarized below. The full text of the plan, with supporting analysis and statements of action, can be found in the full Long-Range Plan ().
Goal 1 Raise awareness of the Library and the many benefits it provides the community

- Objective 1 – Inform the citizens of the City of Susanville and of Lassen County of the existence of the Library.
- Objective 2 – Garner support from the local government.
- Objective 3 – Collaborate with local and regional educational agencies.
Goal 2 Continue ongoing successful programs

- Objective 1 – Support existing programs. Involve staff in changing, revising, and augmenting their programs along with encouraging outreach to advertise.

- Objective 1 – Ensure the purchasing power of the library special tax, as it was established in 1994, is recovered and then maintained in future years.
- Objective 2 – Conduct additional, more effective fund-raising events and donation collection activities.
- Objective 3 – Offer programming that will increase revenue for product and services.
- Objective 4 – Expand the search for appropriate grant opportunities and increase the number of grant applications the Library submits.
- Objective 5 – Seek to acquire funds from traditional and non-traditional sources.
