Board of Library Trustees

As an independent special district, the governance of the district is vested in an elected administrative board of library trustees. The Lassen Library District Board of Library Trustees is comprised of five uncompensated, elected members. The library trustees are responsible for setting the personnel, operations, patron and financial policies and the strategic direction of the library district.

Trustees are elected to four-year terms; three trustees are elected during one election cycle and the other two trustees are elected during the next election cycle. Elections are held in even numbered years during regularly held state and local general elections. These members are elected by voters living within the district's boundaries (encompassing the city limits of Susanville). Board vacancies can be filled by resolution of the board, but the appointed trustees must seek voter approval at the end of the term for which they were appointed.

The Board of Library Trustees holds regular, public monthly meetings in the library's conference room at 4 p.m. on the third Thursday of each month. Special meetings are called, as required.

The Lassen Library District is located in a single story, 11,100 square foot building in the heart of Susanville, California. The library has a collection of more than 43,000 items.  

Main Reading Room 

The Main Reading Room is the central area of the library. It contains all of the library’s collections, the public access computing area, magazine and newspaper reading area, microfilm reading/printing station, the new Teen Area and the Circulation Desk. Four study carrels and several worktables are provided for patron use.

Children's Corner

Children’s Corner

The Children’s Corner is a separate, 1,920 square foot room specially designed with young children in mind. It contains size appropriate furniture for our young patrons and a collection of more than 11,000 age-appropriate books and materials. Pre-school and after-school reading programs are held in the Children’s Corner and three computers are provided to run age-appropriate educational and recreational applications.




Conference Room Conference Room

A 600 square foot conference room is located off the main lobby area. The conference room occupancy is rated for 20-25 people and is furnished with up to five conference tables and chairs, depending on configuration. The conference room has wired and wireless Internet access, and a telephone connection. Audio/visual capabilities include a wide projection, high definition projector, projection screen, surround sound speaker system, VHS/DVD/Blueray players connected to a central audio/visual server.

The conference room is available to the general public free of charge. Download the Reservation Form or contact the Library Circulation Desk to obtain one.


Cataloging Room

Back Office - Cataloging

The Back Office area is an "employees only" area in which are located the offices of the Library Director and the Administrative Assistant. Also located here is the book processing area in which the library's catalogers receive, research, prepare, repair and catalogue the books and materials that will be placed into the library's collection. A staff break room and the library's telecommunications and computer room round out the Back Office area.

Budgeting Schedule

The Lassen Library District fiscal year runs from July 1 to June 30.
The budgetary schedule of events is as follows:

April The long range plan is reviewed and revised as necessary.
Current year accomplishments are compared to those planned and uncompleted goals are continued to the next year.
Preliminary budget is developed.
May Preliminary budget is submitted to Board of Library Trustees for a first reading.
June Final budget is presented to Board of Library Trustees for approval.
Current fiscal year ends June 30
July New fiscal year begins July 1.
January Mid-year review of the budget is conducted.

The Fiscal Year 2017 - 2018 Budget

At its June 22, 2017 meeting the Board of Library Trustees approved the District's operating budget for the fiscal year ending June 30, 2018 and at its January 18, 2018 meeting it approved a mid-year modification to the budget.

Long Term Budgetary Trend

The following chart depicts the actual audited income and expense figures at the end of each fiscal year since the District commenced operations in 1995 plus the planned budgeted income and expense figures for the current fiscal year. With the exception of the early years when funds were available to acquire, remodel and outfit the library's new building, the District has experienced declining income levels, and associated declining levels of expenditures. The trend for the last ten years has been essentially flat, although the 2012 and 2013 budgets show the effects of the fiscal distress the state of California and the Library District are routinely under. The increased trend of revenues and expenses for fiscal years 2017 and 2018 is due to the receipt of grants for a revived Adult Literacy program and a new Adult Education program at the library.

District Appropriation Limits

Proposition 4, passed in November 1979 and commonly known as the Gann Spending Limitation Initiative, established Article XIIIB of the California State Constitution which mandates an appropriations (spending) limit on the amount of tax proceeds that most local government jurisdictions may appropriate within a fiscal year. Charges for services, fees, grants, loans, donations and other non-tax proceeds are excluded. The initiative was later modified by Proposition 98 in 1988, which requires the return of tax revenues exceeding appropriation limit levels to citizens through a process of refunds, rebates, or other means, and Proposition 111 in 1990, which allows more flexibility in the appropriation calculation factors.
The appropriations limit is based on in-District population and California state per capita income data provided by the State of California Finance Department.

Library District Staff

All members of the library districtÂ’'s staff are part-time employees. The staff consists of a Library Director, Library Services Technicians, Library Services Administrator, Adult Literacy Program Coordinator ansd Assistant.

Library Director - Deborah Probst

The Library Director reports directly to the Board of Library Trustees and is responsible for relations with the California State Library, long range planning, advising on District policies, staff supervision and identifying/acquiring funding. The Library Director is a management position at the library.

Library Services Administrator - Maria Richards

This position reports to the Library Director and is responsible for bookkeeping, administrative and facilities support of the district. The Administrative Assistant is a management position at the library.

Library Services Technician II - Teresa Phillips

Library Services Technicians report to the Library Director and are responsible for the daily operation of the library. They run the circulation desk, assist patrons in their use of library services and products and maintain the physical appearance of the library. They also perform various administrative and programming support tasks as may be assigned.

Adult Literacy Program Coordinator - Kelly Kreiensieck

The Literacy Coordinator is a grant funded position responsible for implementing and running a volunteer-centric literacy program for adults who desire to improve their literacy skills. This position reports to the Library Director.

Adult Literacy Program Assistant - Tori French

The Literacy Assistant is a grant funded position responsible for assisting the Literacy Coordinator in the administration and day-to-day operatinos of the literacy program. This position reports to the Library Director.
